We have tried to ask for a modification thru CS Enforcement, but they rejected his case because he did not send in his tax papers for 2005. He hadn't even completed his tax returns for 2005. He makes $2100 a month. What are our options?

Has his income gone DOWN since the original orders were issued? If it has, WHY did it go down?

He should refile to get the child support orders modified. The judge will determine if the change in his income is voluntary on his part or unavoidable and then recalculate the support based on current guidelines and incomes.
