It is illegal to have 2 driver's licenses. You could get in big trouble for that!

I know this thread is old, but I just needed to correct some erroneous information in case someone else had this question.
I had two driver's licenses when I moved to NC. I had misplaced my TX license, so I had to present a "green" form to NC that verified that I had a valid license from TX, but because I didn't have it, it could not be taken. I found it about 2 months after my NC license was issued. Anyway, in actuality, he does NOT have 2 driver's licenses. The only VALID license he has is in TX. His TN license is no longer valid, and most likely his TN number has been reissued. Just having the actual license in your hand does not mean that the license is valid. And no, unless it can be shown that he has another license in another name (as in an alias), it is not illegal. It would only be illegal if he tried to use it as a valid form of identification and a valid driver's license.
